For this, the Home Guard Department is going to form its own recruitment board, which will be centralized. The department has also started work on its draft. Before the budget session to be presented in February, Home Guard Recruitment Board will be formed on the lines of Uttar Pradesh Police Recruitment Board. Besides, fresh rules will also be made for recruitment.
Home Guard Minister Dharamveer Prajapati says that there has been no recruitment in the department for a long time. The government intends to carry out the recruitment process in this department also in a transparent manner. Fresh rules are being made for this.
He said that it is also being considered to create its own recruitment board for regular recruitment in the Home Guard Department. The final decision has to be taken by the Chief Minister. As soon as the green signal is received from there, the process will be taken forward rapidly.
Recruitment process expected to start by March Experts say, the recruitment process will be started in the month of March next year. There are more vacancies, so there is a plan to complete it in two phases. The one-stage process will take 6 to 8 months to complete. The earlier rules for evaluation of Home Guards are being amended. A proposal to reschedule the race is also being prepared.
After the order of Supreme Court, one gets salary equal to that of a constable. The Supreme Court had passed an order in 2018 saying that home guards should be given daily allowance according to the minimum salary of a constable in the police department. After this, daily wage allowance of Rs 918 per day started being given to the home guards. That means, if a home guard does duty for the whole month, he gets Rs 27 thousand 540. Earlier, daily wage allowance was given at the rate of Rs 500 per day.
If you have passed high school, you can become a home guard. In the existing rules for becoming a home guard in UP, the qualification of high school pass is required. If a candidate more educated than him applies for Home Guard, then he is given two to five additional marks.
To become a Home Guard, the minimum age (as per 2015 rules) has been fixed at 18 years and maximum at 45 years. As of now there is no provision for any written examination to become a Home Guard. Marks are determined on the basis of educational qualification. There is every possibility of changes being made in the new rules.
Recruitment is done district wise Home Guard recruitment is done district wise as per the rules till now. Applications are taken at the district level only. The recruitment process is completed at the district level only. But, by amending it in the new rules, it will be centralized.
Last recruitment was in 2011 The last time Home Guards were recruited in Uttar Pradesh was in 2011 during the reign of Mayawati. This recruitment was done at the district level. Since then, not a single major recruitment has taken place in the Home Guard Department.
The recruitment process started in the BJP government in 2018, but it was canceled due to allegations of corruption. This recruitment was done in Prayagraj. The then District Commandant was also suspended in this case. Since then there has been no recruitment of Home Guards.
A proposal has also been made to conduct recruitment through the Police Recruitment Board. A proposal to recruit Home Guards through the Police Recruitment Board has also been placed before the Chief Minister. But, no consensus could be reached on this. Now a proposal is being prepared to create the Home Guard Department’s own recruitment board and recruit officers in it on deputation from the Police Department. Officers of Home Guard Department will also be included in this and retired officers can also be taken as advisors.
Department has demand for home guard DG of Home Guard Department, Bijay Kumar Maurya says that there are about 75 thousand Home Guards in UP. They are getting regular duty. As much as there is demand for Home Guards from Police Headquarters level, Home Guards are being given only on the basis of availability. After recruitment, additional demands can also be met.
